# decisions.md

Settled questions. Do not reopen these unless I say the decision changed.

| Decision | Made | Why |
| --- | --- | --- |
| Toqan is the distribution surface for anything a non-technical colleague uses. | 2026-03 | It is where they already are. A CLI tool reaches ten people. |
| Claude Code is the build surface. Skills are authored there, then packaged for Toqan. | 2026-03 | Faster loop, real filesystem, real git. |
| Skills live in one GitHub org, versioned, with a CHANGELOG. Not in a Drive folder. | 2026-04 | We were shipping three forks of the same skill. |
| No employee personal data leaves Toqan. Aggregates only in anything external. | 2026-02 | People Ops requirement, not negotiable. |
| Every published skill needs a named owner and a support channel. | 2026-05 | Orphaned skills were half our support load. |
| We do not build a chatbot for a problem a form solves. | 2026-01 | Two of those died in adoption. |

## Open, deliberately

- Whether skills get an internal marketplace with install counts, or stay a flat list.
- Whether accelerators are a permanent role or a rotating one.
