Settled questions. Do not reopen these unless I say the decision changed.

| Claude Code is the build surface. Skills are authored there, then packaged for Toqan. | 2026-03 | Faster loop, real filesystem, real git. |
| Skills live in one GitHub org, versioned, with a CHANGELOG. Not in a Drive folder. | 2026-04 | We were shipping three forks of the same skill. |
| No employee personal data leaves Toqan. Aggregates only in anything external. | 2026-02 | People Ops requirement, not negotiable. |
| Every published skill needs a named owner and a support channel. | 2026-05 | Orphaned skills were half our support load. |
